Meet Our
Federal Committee
Having been recently restructured, the Federal Committee introduces PPC's newest members to work on Capitol Hill. The Federal Committee's aim is to research and develop solutions to the nation's most urgent problems.

Currently, the Federal Committee is tackling two pervasive issues of qualified immunity and increased broadband access. After finishing their briefs, they will be virtually presenting their research to Senators and Representatives on Capitol Hill.

Chris Alfano
Deputy Lead
Chris Alfano is a Deputy Lead in the Federal Branch. He joined PPC in Fall 2024 as an Associate Consultant. Chris is a sophomore at Penn studying Political Science and minoring in Legal Studies & History. His academic interests lie in constitutional law and American politics. In addition to his involvement with PPC, Chris is a member of Penn's intercollegiate Model United Nations Team and a Policy Consultant at Wharton Undergraduates in Public Policy. Originally from Dorset, Vermont, Chris enjoys skiing and hiking in his free time.
Adam Zheng
Project Lead
Adam Zheng is one of the Federal Branch Leads for the 2025-2026 year. He is a sophomore from Avon, Connecticut studying Economics in the College of Arts and Sciences. His passion for policy started through beginning competitive debate in 6th grade, which led him to participate in political advocacy and campaigning in high school. He joined PPC in his freshman year and has loved getting the opportunity to contribute to meaningful policy work with his peers. In his free time he loves playing basketball, watching sitcoms, and drinking Diet Coke.
