PPC is dedicated to catalyzing policy change at all levels of government. Our work is carried out across four branches, each corresponding to a level of government — local, state, federal, and global. Each branch runs leads its own policy projects and carries its findings directly to the decision-makers who can act on them, from Philadelphia City Hall to the United Nations General Assembly.

Local Branch | Philadelphia

The Local Branch works on the most pressing issues in Penn's home city. Members research the issues shaping Philadelphia and the surrounding region, and bring that work to municipal agencies, city councilmembers, and community organizations.

State Branch | Pennsylvania

The State Branch operates at the level where much of American policy is actually decided, engaging with key stakeholders in the Commonwealth of Pennsylvania. Members engage the General Assembly, state agencies, and the officials in Harrisburg. The branch brings student perspectives directly to state policymakers, translating research into actionable recommendations.

Federal Branch | Washington, D.C.

The Federal Branch takes student-authored research to Capitol Hill and various Executive Branch departments and agencies. Through meetings with Senators, Representatives, and other officials, members advocate for vexing national policy issues.

Global Branch | The United Nations

The Global Branch engages with international institutions, foreign missions, diplomats, and partner NGOs. Our members have sat down with ambassadors and delegations to advance youth priorities at the United Nations and beyond. The Global Branch addresses questions that cross borders, allowing students to represent the youth perspective in the international arena.
